Put 1 teaspoon of dried chili into a mortar and pound it until it's finely crushed. Also add 5 cloves of garlic and pound them together.
Put 500 grams of ground pork into a grinder, then add 2 tablespoons of fish sauce, half a teaspoon of salt, 1 heaping tablespoon of sugar, 2 tablespoons of tapioca starch, and half a teaspoon of baking powder. Then add the pounded garlic and dried chili as well.
